Dr Lockhart was Director of Mental Health Services, North Kent Healthcare NHS Trust, having been Postgraduate Clinical Tutor in Psychiatry, Mid-Kent Training Scheme from 1991 to 1993 and he is a recognised teacher in psychiatry at the University of London and a second opinion approved doctor for the Mental Health Act Commission.

From 1990 to 1999 Dr Lockhart was consultant in general psychiatry at the Medway Maritime Hospital in Kent, serving the Sittingbourne catchment area as well as providing a liaison psychiatric service to the impatients in medical and surgical wards.

Dr Lockhart graduated from medical school at the Queen's University of Belfast and trained in psychiatry at the Westminster and Charing Cross Hospitals and as Senior Registrar in Guys and St Thomas' Hospitals.

For several years he has provided a visiting consultantion service to several groups of residential homes for adults with learing disabilities.

Dr Lockhart's objectives in private practice are:

To address the important issues and provide clear practical guidance and a partnership approach to patients and fellow professionals.

At school: 1st XV Rugby; 1st XI Cricket; secretary of Historical and Debating and Scientific Societies; editor of school newspaper. At University: Biological and Psychological Societies; editor of the University news magazine and features writer for the university newspaper.

Sport: club Rugby Union at a humble level; cricket at a good club standard (Ulster Senior League). Dr Lockhart still plays wicketkeeper-batsman in occasional matches (e.g. Consultants vs. GPs). Latterly he has started working towards a long-held ambition - a private pilot's licence.

Theatre, music and books are important to him. Among works of fiction, constant favourites are Huxley, Sartre, le Carre, Dickens, Snow, Eco, Keighlor, Unsworth, Rushdie and Zola. Dr Lockhart has an amateur interest in cosmology (though his mathematics A-level is much eroded) and in evolution. He continues reading in his past scientific training, through textbooks and by a subscription to "New Scientist".
